E.g. The city is waging a campaign against smoking.
10. compare: impact, affect, influence
impact: 强烈的、有冲击性的影响。
   E.g.: How will the war impact on such a poet?
   affect: 着重“影响”的动作, 含有“对…产生不利影响”的意思。
   E.g.: This article will affect my thinking.
   influence: 潜移默化的影响。
   Eg.; Influenced by a high-school biology teacher, he took up the study of medicine.
B. Typical Patterns:
1. A, together with B, be/do...
E.g. The president, together with his ministers, is going to visit Vietnam.
   The central government, together with local governments of all levels, is making arrangement for the victims’ life.
2. present participle phrase used as adverbial of attending circumstances:
E.g. We stood at the west end of the bridge, talking and waiting for the bus.
He said good-bye to her shaking her hand in a friendly way.
He ran up to me breathing heavily.
He died in his middle age, leaving his old mother and two young children behind him.
3. .… the question remains as to the true level of commitment
The inverted sentence is due to the later parts as to its true level of commitment, which is longer than the predictive remains and to achieve the end weight , in order to make the sentence balanced.
More examples:
The story is doubtful he was trapped in a deep well for weeks without any water or food.
Questions remain to sb. to sth.
It remains to be seen whether her parents will agree.
Question remains as to whether she can successfully finds a satisfactory job.

1. Summary of the Text
Environmental pollution brought about economic development in many parts of the world has prompted governments and their people to become aware of the dangerous environmental situation and to take effective measures to reverse the trend. Canada has protected its fish resources by closing areas to fishing and setting limits on catches of certain species. The result is that some species have recovered but a lot of fishermen lost their jobs.
